Uncorrected machine reading. This text was read by machine (Apple Vision OCR) from a scan of a newspaper page, and the page was cut into articles by machine, at the headlines found by their type size. Nothing has been corrected: expect misread words, text from a neighbouring article, and titles that are the machine reading of the headline, some of them only fragments. The National Association of Local Government Officers (NALGO) has submitted a claim for a 1400 increase in the London Weighting Allowance. This claim is not only for workers in local government, but also for those in the electricity and gas service industries. They have given the employers until 5 November to reply. This is a somewhat surprising development, coming as it does on the eve of major struggles against Phase 3. The NALGO leadership, only a few months ago, accepted the £l plus 4% limit on wage claims with very little reluctance. Moreover, the claim is being pursued with uncharactenstic vigour. Every member is being given a pamphiet explaining the claim, a mass rally is planned for the Central Hall Westminster in carly November, and the Union is exploring the possibility of organising a joint demonstration with other public service unions. However their main tactse has been to rely on local authorities lo pressurise the government, on the basis of low recruitment of stall in London.

NAME .... This relatively energetic campaigning reflects the interests of the upper and middle management grades in London, who dominate the NALGO bureaucracy, Due to local government re-organisation in the provinoes these senior ofticers are, at present, prevented trom advancing their careers excepl throught promotion within the London area.

This claim gives militants in NALGO an opportunity to alter the balance of forces between themseives and the bureaucracy. IL is not ust the manasement wraces. bat all union members who suffer from rising runts, mortgipes, prices and travel experises in London. Their strategy must be to fight for the creation of broad based action or campaign committees in every branch, open to all who want to participate. These committees should then form the base for an all-London Acton Committee to co-ordinate the struggle, Militanis in other public service unions should campaign have been saczificed.
